Recently, the Australian Border Enforcement Agency (ABF) issued a notification on the listing of imported products, deciding on toys imported into Australia with excessive lead or heavy metals, erasers with food odors or shapes, pencils, paint brushes, and paintbrushes. The piggy bank with excessive lead content was imported and piped. At the same time, the import of unlicensed asbestos or asbestos-containing products is prohibited. Among them, the technical standards for erasers, pencils and paint brushes with toys, food odors or shapes are in accordance with the relevant provisions of the Australian National Standard AS/NZS ISO 8124.3:2003 Toy Safety Chapter, and the content of lead and heavy metals in the coating (such as paint or pigment) exceeds the following The standard prohibits imports: 90 mg per kg of lead, 25 mg per kg of arsenic, 60 mg per kg of antimony, 75 mg per kg of cadmium, 500 mg per kg of selenium, 60 mg per kg of mercury, 60 mg per kg of chromium The kilogram is 60 mg, and the barium content is 1,000 mg per kilogram. The technical standard of the piggy bank is that the lead content of the coating is prohibited to exceed 90 mg per kilogram. ABF may require importers or customs brokers to provide proof that the content of lead and other heavy metals in the coatings of the above products does not exceed the standard. Importers or customs brokers need to provide a product inspection report certified by a national agency and a member of the International Laboratory Accreditation Cooperation Organization, and the report must be specific to the batch of goods. If the importer or customs broker is unable to issue a test report, ABF will take samples and send them to a laboratory certified by the International Association of Testing Agencies for testing. The importer must pay for the relevant testing and storage costs. At the same time, ABF screens goods that may contain asbestos ingredients. If asbestos-containing goods are imported without permission, ABF will seize the goods and hold the importer criminally liable. Australia has always been the main exporter of Ningbo toys. According to statistics, there are nearly 120 toy companies and 110 stationery export companies in Ningbo that export to Australia. Including asbestos products companies, it is estimated that nearly 300 export companies will be affected by Australia's new listing policy. Ningbo's toy and stationery export enterprises are mainly small and medium-sized enterprises, which are often at the bottom of the product value chain. Most of them do not have independent research and development and sales. The products are mainly produced in samples, and they cannot meet the requirements of relatively fast-updated foreign standards and laws and regulations. Quick follow-up has resulted in products being notified and returned abroad from time to time. Australia's tightening of import supervision this time puts forward new requirements for toy and stationery manufacturers in product design, procurement of raw and auxiliary materials, and improvement of production processes. In view of this, the quarantine and quarantine department reminds relevant enterprises: First, we must pay close attention to the content and implementation progress of the new management policy, and timely contact foreign importers to ensure the smooth flow of information channels. The second is to promptly improve product design and production technology, and organize production in strict accordance with the relevant standards of the importing country, especially the requirements for the content of heavy metals in the coating, so as to avoid the return of the product because the product does not meet the requirements of the importing country. The third is to continuously improve the safety and quality control system, establish a sound product risk assessment self-control mechanism, and conduct risk assessment and pre-testing on high-risk raw materials and finished products to avoid losses. While establishing the risk assessment self-control mechanism, we must also pay attention to avoiding the phenomenon of running two skins, so as to truly implement the risk assessment. The fourth is to strengthen communication with inspection and quarantine departments and relevant industry associations, and give full play to the functions of government departments to guide and serve enterprises. At the same time, actively play the role of publicity, so that more manufacturers can standardize production, and jointly improve the overall quality level of exported toys.
