The pencil industry has repeatedly encountered foreign anti-dumping, internal and external troubles

According to customs statistics, in the first five months of this year, the total amount of pencils exported at Guangdong port reached US$1.686 million, a year-on-year increase of 12.0%. It is mainly based on trade exports, with a total export value of 1.492 million US dollars, accounting for 88.6% of the total export volume. So far, the Asian region is still the largest market for pencil exports at the Guangdong port. The export value to the Asian region in the first five months of this year reached 1.037 million US dollars, accounting for 61.3% of the total pencil export value in the same period. In recent years, my country's pencil production has accelerated technological innovation, product quality has been continuously improved, and the advantages of low prices, high quality and low price have promoted the increase in pencil exports. Because pencils mainly consume wood, it is easy to cause a shortage of forest resources in my country, and they have encountered foreign anti-dumping measures for many times. They are gradually falling into a situation of internal and external troubles. The main problems are as follows: First, the quality of Chinese pencils has encountered green barriers. As the room for expansion in the domestic and foreign markets gradually becomes smaller, the pencils exported from my country are gradually showing a trend of diversification, complexity, toyization, and combination of pencils and other stationery materials and accessories. The safety requirements for stationery used by students in many countries such as the United States and the European Union are equivalent to children's toys. The toy safety standards of these countries have detailed and strict requirements on the mechanical and physical properties of the products, combustion properties, transfer of toxic elements, identification and instructions for use. For example, on February 28 this year, the General Administration of Consumer Affairs of the Ministry of Development of Greece notified the European Union that pencils with erasers originally produced in China contained the harmful substance diethyl phthalate (DEHP) 25.1m/m%. Relevant regulations stipulate that if the concentration of DEHP exceeds 0.5m/m%, it can change genetic genes and cause harm to the reproductive system. The test results show that the eraser of this kind of pencil in my country does not meet the relevant health standards. Greece, a member of the European Union, has banned the sale of the product nationwide from January 21 this year. The European Commission also issued a consumer warning on the product within the EU accordingly. Second, the benefits brought about by the massive export of pencils cannot make up for the negative effects brought about by the consumption of forest resources. At present, wooden pencils are the main products of our country's pencil companies, and the linden wood needed for their production belongs to our country's precious forest resources. As the world's largest exporter of pencils, China needs to provide approximately 6 to 7 billion pencils to the world market every year, consuming more than 200,000 cubic meters of high-quality forged wood. Therefore, a large number of wooden pencils are exported at the expense of the environment and resources, which is tantamount to fishing by exhaustion. Third, foreign anti-dumping measures have restricted the growth space of pencil exports. Turkey imposed an anti-dumping duty of US$3.16/144 on my pencils and colored pens on January 20, 2003; in October 1994, Mexico decided to impose an anti-dumping duty of 451% on pencils imported from China. In 2000, it decided to extend the anti-dumping duty period. It was extended for 5 years, and on October 15, 2004, it announced its decision to review the validity period of anti-dumping on Chinese imported pencils. As a result, my country’s exports of pencils to Turkey and Mexico dropped sharply, and the markets of these two countries were basically lost. In October 2004, the United States also made a final anti-dumping ruling on my country's export of pencils. Affected by this, the Guangdong port only exported 689 tons of pencils to it in the first five months of 2006, a sharp drop of 35.4%. Therefore, pencil companies facing the situation of internal and external troubles should keep their heads calm. In order to ensure that the exported pencils meet the safety requirements in all aspects, especially the safety of pencil accessories or accessories, they must change traditional concepts, update product standards, and improve corporate quality. Effective measures have been taken to deal with green barriers in various aspects, such as system and strengthening of industry supervision and management. At the same time, it is necessary to solve the contradiction between the demand for logs in pencil production and forest protection, develop environmentally friendly pencils, and open up a broader market prospect.
